I would agree. It seems highly unlikely they'd "waste" development time cleaning things up to enable campaign films. It feels like 343i hinted that they could add it later just to appease the fan base with the intention of letting us forget about it as time went on. I find it really hard to justify not including a feature that was so well-received by the community. Halo 4 is my least-played Halo game to date (factoring in time since launch, of course), and things like this at least partially contribute to why.
