I was going to say precisely this. Here's the thing, though. If shyness about players seeing unfinished areas is the reason why campaign films weren't included, then I'm even more bothered by the initial announcement regarding it, which bragged about how they had designed the game so that major features could be added later, which gave hope to those of us who really wanted it. I really don't think they were going to flesh out areas after launch day so that they could then feel good about enabling campaign films.
