Just to play devil's advocate, I would say that this would be different, as ODST wasn't part of the main trilogy (or the next trilogy-turned-extended-saga). Additionally, at least going into the development of Halo 3: ODST, Bungie didn't plan for it to be a full-length game. Obviously, things changed, but I don't think we're comparing apples and apples here. If one wanted to complain about Halo 4 not having a Halo in it, I don't think ODST would be a strong counterargument.
That being said, of all the [many, many, many] faults I found with Halo 4, the lack of an actual Halo to be on wasn't one of them.
