Obviously. Duke Nukem Forever is the ultimate case in point. Announced around the same time Mario Kart 64 was released, finally came out in 2011 and was a wreck. Too Human took nine years to come out (was originally supposed to be a PS1 game, then a GameCube game, then finally it was a 360 game), yet it came out to painfully average reviews and disappointing sales. Halo 2 had a full three-year dev cycle but had numerous quality issues that obviously resulting from mistakes Bungie made during development.

Sure, if I can get both high quality and short turnaround between releases, then that's great. Still, if I had to pick, I'd choose quality over frequency. Hopefully Halo 5 has very high quality despite releasing only two years after Halo 4.
