I think he means he's surprised that it's coming out only two years after Halo 4. Assuming this new Halo game (which is likely "Halo 5" even if it doesn't end up going by that name) has a three-year development cycle, then there was a period when 343I was working on Halo 4 and Halo 5 at the same time. I wonder if that's why Halo 4 feels so lacking in quality (by Halo standards) and, well, incomplete.
