I don't see it as a special weapons or delta-6 style division within the Spartan Branch. Just the name for the regular Spartan group aboard ship. Like how NAVCOM has FLEETCOM which is Fleet Operations Command as well as a subdivision called NAVLOGCOM or Logistical Operations. This group of Spartan-IVs on board a ship, such as Infinity, would be in a group called Spartan Operations. This would include the individual fireteams, the Spartan mission operators back on ship, the techs that help them suit up, etc. Spartan Ops for short.
