Serious: Because they didn't spend enough time on Halo 4 to test things like Bomb to their standards.

Sarcastic: Because Infinity Multiplayer is all canon now, it's Spartan Training. All the gametypes need legitimate, thorough fictional backing before being made. Why would Spartans ever need to set a bomb anywhere? I mean, did you play Spartan Ops? I don't remember a SINGLE INSTANCE of Fireteam Crimson ever needing to blow something up. So it's pointless to train for it.
