It still forces the Carrier to change to Orange and the Waypoint is still there. But I'm sure they can remove those. It could be in MM, but it'll be play best if they set it to Neutral Bomb only to prevent confusion. The other matter is that it's not a bomb and it doesn't explode at all. And there's still the lighting strike when the bomb/ball reaches Zero.

But it's beasically the same thing, yes
