Anybody competent that ONI had left prior to the Siege of Earth would have been tasked with guarding the Engineers captured from the Ascendant Justice. The vast majority of them would have died when the Covenant showed up and glassed every spot where an Engineer showed up on the Luminary.

All ONI has now are FNGs and idiots who were too lazy to show up for work that day.
