The Kestral was actually something designed way way way way back for Halo 1, I think there are some strings still in the game about it. There is concept art of it too, and it was once a vehicle for the original SPV1 mod we did back in 06.

The current design though was probably made into a toy by megablocks after it had been internally developed by 343.
