There's absolutely nothing wrong with what you just said, however, it doesn't begin to take into account the level of control Earth and her loyal Inner Colonies exhibit over their more far flung colonies and settlements.

Allowing little to no establishment of local governance, personal representation to the UEG, and the implementation of federal troops in law enforcement roles does little to shake the perception that Earth wants nothing but absolute sovereignty over the Outer Colonies. It's only made worse by the fact that they likely conscripted such unprivileged persons during the Insurrection and Great War, not to mention a monopoly over these colonies' natural resources, goods, and labor.

Earth probably should have read a few history books before Odyssey made her way to Epsilon Eridani.
