Earth and the Inner Colonies are almost entirely dependent on the resources (raw materials and food production) of the Outer Colonies for its very survival. If the Outer Colonies secede and don't want to at all support the Inner Colonies, then the heart of the colonies and Earth are dead. Leaving is not an option, but the Outer Colonies no longer want to be the production mill of it all.
