I bet kidnapping a child, and replacing them with a clone, was a hard operation that may have had some mishaps.

Also, I just read this, and holy crap. I've never been interested in the Traviss books, but this one I find interesting. Reading the other side of the kidnapping was intense; Fall of Reach made it seem like it wasn't that big of a deal. I'm glad 343 is fleshing this stuff out.
