Actually, that's a skeletal animation system, which premiered in Half-life before becoming almost a standard for 3d games. Inverse Kinematics deal with the motion of those bones when acted upon by forces, in effect allowing custom animations that the animator doesn't have to do at all. An example is the hydraulic motion of the wheels on the Halo jeep. Some people have suggested that they could also use it to make death animations that change depending on where the bullet hits. To what extent this is used in Halo, I don't know. A lot of those death animations in the E3 trailer look suspiciously pre-canned.
