Actually, no. There is one spirit. Ravanna was an ancient evil called The Voiceless One, who was cast into an eternal sleep (ie Death), and awakened by Balor to serve him. Culwyeh was another ancient evil called Shiver who never died until Rabican ripped her soul out. But the Deceiver called Shiver "Ravanna" in Myth II, suggesting that the two are somehow the same.
The simplest most logical explanation I see is that Ravanna reincarnated as Culwyeh after being cast into her "Eternal Sleep", and that Balor both recruited Shiver AND reawakened The Voiceless One. Both died in TFL (Rabican killed Shiver, Alric killed The Watcher, The Deceiver was hunted down and thought dead, Soulblighter vanished and was thought dead, and "the rest of the Fallen Lords were hunted down and killed after thhe Great War"). But since they were two lives of the same spirit, when Soulblighter made that spirit corporeal in Myth II it could equally be called Shiver/Culwyeh or The Voiceless One/Ravanna, because it had been both of them.
