It would be decisive (by definition).
The game has to be playable with or without an X so, I suspect that the only difference would be in screen resolution. It might be seen as too much work to design, build, and test a game with two different feature sets.
That's a pity but we might have to wait until h7 to see anything other than cosmetic changes from the X.
I wonder if 343 have enough developers to work on full X features whilst developing a backward compatible h6. Then, perhaps, they could roll out ODST style "mini" games with subsets of full X features during the lead up to h7 release. That way some features would be battle tested before the main release.
Reach had some Destiny engine parts in it. But that might not have worked out too well for Bungie so might not be a recommendation for the idea of mixing future game engine components in current releases ;-)
I wonder what 343's technology road map is.
