I dunno what "something greater" would be. It seems like they threw the SoS Phantom pilot (I'm horrible at remembering Elite names) in there mostly because it was just a voice on the line and didn't require any additional work. Actually integrating named and NPC female characters for the various alien races is a lot more work, and would take a much more concerted push early during development for (relatively) not much gain, unless they take the story in a certain direction. The female representation for aliens I imagine will remain far lower than the human counts.*
*Although it occurs to me we still know next to nothing about the Brute and Grunt females, or really much at all about their larger society, compared to what we've learned about the Prophets, Elites, and Jackals. They'd be a good area to start fleshing out. The Drones and Hunters I feel like are more alien/less individually intelligent and thus less interesting from a cultural standpoint.
