If I recall correctly, one of the feelies included with the special editions of Halo 4 was an intercepted communication between Parangosky and Halsey. Parangosky said that Halsey was a criminal but she was still needed by the UNSC, so Parangosky decided not to release the details of the Spartan II program.

You might not even have to wait that long. If the information was released in 2553 when people were rebuilding from the ashes and were happy just to be alive, the average citizen wouldn't care about an atrocity carried out 40 years ago under another administration.
