Yeah, but you can say that about ANYTHING that adds complexity and the potential for a learned skill. It comes down to how well it fits in the game and how fun it it is to do. Dribbling a basketball is tough, but fun. Tossing the flag, for me, is arduous and unfun. I can do it and I can do it well, I just hate doing it. It felt like a loophole that people who were willing to push through the mundane nature of the action could enjoy a little benefit.
I don't think you should have game mechanics that to excel at, you have to push through the obnoxiousness of an action. You should have mechanics that you want to do, even if you don't do them well and push you to become better. Tossing a flag is just now an obnoxious thing I have to do to compete to win but will actively hate every time.
