Isn't it kind of like basketball though? There is absolutely no reason to actually dribble the ball (as a matter of fact, when basketball was first invented you didn't) other than to add another layer of complexity to movement. Flag juggling, like dribbling, adds a layer of complexity to movement, that although unnecessary, adds complexity and the potential for learned skill.
