Thanks for that. Honestly, I like your explanation better. Rho's Luminary lights up with all the relics, including crashed ship, on Reach. Also shows millions of humans, but thanks to the board games info we know he actually cares little for the war so chooses to focus his Zealots, LNoS and his fleet on strictly the relics and the Viery territory. He ups his game when he learns of another fleet in bound, and then lastly, Thel' s Fleet of Particular Justice shows up last, on the 30th, like we were told in The Fall of Reach.
