Well having the peace talks break down would impede stabilizing things, wouldn't it? I suspect they had something against Sekibo outside of reaching out the Sangheili too. I think they may have engineered the attack that was supposed to happen, and if not they may have encouraged it, but at the very least they were going to let it happen without restriction, and kill two or three birds with one stone-- a lot of the Sangheili would be soured on peace talks and maybe peace in general, this terrorist human supremacist group loses some members and credibility which is good for keeping order, and Sekibo would be out of the way.
