The chief was conditioned to obey orders. He might be able to go his own way to save Cortana but if he is to move against the UNSC and change it then he needs a big push.

ONI branding him a traitor would be a big push.

The Arbiter was less of a foot soldier; he controlled a fleet, ruled a keep and governed a world.

At some stage the Chief has to do something about the Mantle: either to accept or reject. There are many decisions he has to make.

He needs to grow as a character and this could be the start of that.
