Halo NightFall - Second Stories Chapter 2

Dick ONI guy (you know the one I mean) "pulls rank" on a Sedran soldier because she hurt his feelings.

He asks, "You talk to all your superior officers like that in (word?) sergeant?"

And she replies, "No. Sir".

Prior to this she talked as if she wasn't a member of the UNSC. She is a member of the Sedran Colonial Guard.

If she isn't in the UNSC then he isn't on her chain of command so how can he pull rank on her?
