What if these are constructed now, and they're not 100,000+ year old tech? If new armies are being created, then the ship, in context, would be developed with the current state of the universe in mind. And if humans are part and parcel of current promethean mentality, then in a way this (new) Forerunner tech may be a merging of FR ideas and human concepts and requirements...

I'd like to see some backstory about this first before casting judgement on why they are as they are.
