It may be due to a business model that is ship it by the predefined date, as opposed to ship it when it's deemed bug-free. Speculative on my part, but in my corner of the gaming industry (lottery games), QA (my department) is often frustrated that we can sometimes only do as much QA as we can until they need to ship it, rather than when we're comfortable we've run all our intended testing.
Sometimes that bites the decision makers on the butt when it fails in the field.
Then again, not having a deadline to shoot for can waste a lot of time and money.
It's a mixed bag.
