I hope not. I want to see the Covenant begin as a brilliant city upon a hill.

I'm sure that there were Prophet cabals that worked against unification, and later worked to elevate their fellow species above the Elites. I'm pretty sure that there were also secret Elite societies that filched technology and arranged for those Prophets to suffer traffic accidents. But I really want to see that core of trust and cooperation that kept the Covenant going longer than any Human government has lasted.
