Little sleep hours aside, it does make sense. Even with the Sangheili being a warrior race, a 20+ year long war with a scorched earth policy has done nothing but drain resources on the Elites, and now that the Covenant has broken violently, thing are as bad for their race, and this has been reported since the tale The Return (which I hope they follow up to), in which the Sangheili are running out of ships and weapons, faced in a hopeless attrition war. The Prophets ultimately began a civil war between the brutes and the elites, and now that they as heads of state are gone, all factions are divided after a too prolonged war...
Going to war NOW would be enormously counter-productive for all sides. Things went real bad, and both have enormous problems at home to care about what the others are doing. Hell, in Halo 3, both the Arbiter and Rtas 'Vadum initially just wanted to go home, before Kilo-5 changed things.
The Arbiter seems to consider John a friend of his, and respects him a lot. But if he were to learn what had been going on for some time, even he would be forced to take drastic measures for the safety of his race.
