I would imagine that it's just a rather poor depiction of the different continents. I'm sure the northern halves of British Columbia, Alberta, and Saskatchewan, in addition to the whole of Minnesota and Manitoba won't be going anywhere anytime soon. Plus, Australia isn't special enough to have its own country and supranational authority.

You'd think the Covenant could have obtained more detailed maps too.
