Assuming you can't access the Xbox One settings without signing in, have you unplugged it/disconnected the wifi?
I've heard this problem in other forums, and this seems to be the suggested solution. Apparently, the Xbox One doesn't default to offline mode like the 360 does. As long as it sees a network, even a local one, it will persistently try to connect to Xbox Live.
