I never said anything about changing anything. They could simultaneously maintain the above and game exclusivity.

There's a lot of wiggle room and ambiguity in Microsoft's statement. It's entirely possible that the account owner could kick people off games in real-time, or that "always play your games" could mean "you can always access to your own library [unlike other people on your share list]" and not "access to any particular game within said library with no implications elsewhere."

Probably the most compelling argument against that suggestion, of course, is that the main console has 24-hour checks rather than 1-hour checks, which would introduce a lot of sloppiness to an active-checking system. Personally, I think that's the main reason that you're probably correct, but I'd hardly consider it proof just yet.
