It's possible that this is all a long con put on by Microsoft to offer services and then take them away, but I think their statement is pretty clear:

You can always play your games, and any one of your family members can be playing from your shared library at a given time.

They could change this before the console is launched, true. Nobody has used this product or this service yet, and all we have to go by is Microsoft's words. But words ("always", "and") have meaning.
