From what I understand 343i is a bigger team than Bungie's, and Microsoft would've instructed them to get cracking on a Xbox One title well in advance so they'd have something ready by 2014. Bigger team + more advanced, efficient design tech = faster turnaround of reasonably equivalent quality.
