no, you saw Halo 2 being rushed when the Xbox 360 was going to be released, which I suspect is what also happened with Halo 4, but since 343i is part of Microsoft and was created by them, we might not find out if that's the case for a very, very long time
hopefully this at least means good things for Halo 5
