All of those mods were done using modified game content (and usable in Skrimish), which requires an Xbox that can run unsigned code. It's really simple creating/modifying objects as the majority of the game data is in XML (or can be converted to XML and be still read by the engine).

The campaign save pretty much dumps the entire game state in the same manner as Halo does (though, not as elegantly). For the most part, it doesn't dump static data which is defined in the game's content files on disc. So you won't be creating new objects or such via a campaign save. You can, however, modify the price of units/tech per player. A lot of changes can be done on a per-player (AI counts as a player still) basis. If there's a tech that modifies something just for your units, then it can be done manually via editing the campaign save. Hitpoint increases, train time, unit pop limits, etc.

But yes, you could potentially Frankenstein a Flood civ together using existing Flood units and UNSC/Covie Civ data. However, the Leader menu would be an issue. They used Scaleform to do the UI and everything I've seen suggests they hard coded it for UNSC/Covie. It's possible to modify the first four bytes of their .gfx files (Scaleform) to a normal Flash signature and then open them in a Flash decompiler. I've never tried, or had the motivation for, modifying one though.
