And players who had not read a novel wouldn't even know who Halsey even was at that stage. It's not until the end of the Sword Base level that we're introduced to her.
It's a way of saving on memory overhead via reuse. I was just surprised to find Sorvad and Halsey shared the same mesh.
It's like how they erroneously applied many, many wrong or inconsistent labels to UNSC items and vehicles in Reach. The were only a couple of texture files with all the main logo on it and that forced reuse. The Mongoose labeled with the Warthog's number, Jorge's Spartan tag on the Scorpion, the Scythe with Rocket Launcher labeling, the Spartan Laser emblem on the Forklift, etc.
