That's been roaming around since february. The set's name is "Scorpion's Sting", so it is the new Scorpion, even though they mislead HFFL. They also said the Ghost and Banshee were not called their regular names, which was incorrect. I still have not seen any in-game or renders of the new design though.

The Wraith also got a massive redesign if you haven't seen it from the E3 videos.
