There are a few things about Hunt the Truth that bother me, most in the last two paragraphs above, but it kinda leads me to think that all of this was pretty intentional.
Sully is the press officer assigned to manage Benjamin Giraud's story on the Master Chief. Despite all that Ben has found regarding the Master Chief's true past, of which Sully would totally know about with his likely unprecedented access to ONI files (and keen deduction) and Ben's personal files, he was never impeded in his efforts. This ONI officer knows full well what Giraud has dug up about the Chief, the Spartans, and ONI, and yet he's done jack poop to silence him.
Sully's behavior around Ben has actually been really chill and confident. All of the interviewees Sully lined up for Ben were bullshit artists and any journalist worthy of the title would look beyond their words. I'm looking at all of this I think without a doubt that this is maybe Sully trying to reach out to Ben so he can publicize some of ONI's most heinous acts without losing his high position within the government and media.
