I was rewetting the Spartan Ops cutscenes and for "Halsey" they have the Spartan-IVs talking around her. One mentions her role with the Spartans, the other that she kidnapped children—the first Spartan (DeMarco I think) is confused as to what she wanted with them.

So maybe Halsey's crimes are known, but their relation to the Spartan Project isn't necessarily? Seems like a fairly 1+1=2 jump to make on your own, though.
