My guess:

Internal politics wise, this lets 343 do a PC release without being seen as competing with the One or 360 directly. Russia has very poor adoption of Xbox, so a PC release isn't going to draw away from their console market there.

I'm betting if there were ever plans for Halo 3 /etc Pc in the West, they were shut down once the Steambox was a thing. Microsoft doesn't want people buying a console that isn't theirs to play Halo on.
