Dreamhost 'disabled' the site backend because the site apparently causes a high server load (I use shared hosting since I run the site on my own dime, and so other shared hosting n00bs are affected by this). I think IPBoard just bleeds resources. However, I'm not a webdev guy (nor do I hope I'll ever be), so I could be wrong (could just have bad php settings). DH doesn't provide any useful tools for shared host users.
Halomods used to go down more frequently (without the help of dreamhost admins!) back before I shutdown various site services (eg, turned off the IPBoard's calender, etc).
Anyway, I 'fixed' the site earlier this morning (rather, I undid the DH admin's 'disabling'). I'm sure this will become a game of cat and mouse with my..."lovely" hosting provider every quarter or so.
