He's saying that Halo core gameplay of approach, aim, fire, live/die, repeat, is marginalized by promoting sprint.

It's like playing Forza/Gran Turismo and the other player can choose to have an F-Zero car. Maintaining speed, steering and drifting don't really matter if the other guy can go 0-500mph in 4 seconds.
