The whole idea of "spectator mode" is streaming. It's functionally more or less a theatre mode, but it also supports a (slightly delayed) real-time broadcast of a game that's rewindable and fly-cam-able and whatnot.

(It'll likely have screenshot or clip functionality at some point, though I suppose it's possible that they'll wind up just relying on XB1's OS features for that stuff.)
