Really curious about that too. They appear to be autonomous virtual projections that individually and intelligent fight with the Chief, to the point of creating functioning weapons, and appearing exactly the same as the heretic; and appearing nowhere else in the haloverse, afaik.
Hard Light holograms surrounding a specialized combat AI in each holodrone? Custom tech he designed himself? hm.
