Okay, a couple of things:

The reason behind the name is here.

And I'm not at all clear what's going on with that video - what I see is the 2006 Halo 3 intro trailer... with a dubbed-over soundtrack of the Spinners' Rubberband Man. Is that correct? Am I the only one seeing that particular video (I'm guessing other people are seeing rubber-band spartans or something)?
