It's never been explicitly stated.

In the books, Truth knows that the Great Journey is a lie, and that Humans are the inheritors of what the Forerunner left behind.

In Halo 2 and Halo 3, he still pushes to activate the rings because Great Journey. He either starts to believe his own lies, or wants to wipe out everyone except his followers at the Ark so he can.....avoid long waits in space traffic, or something.

His motivations vary depending on the medium.
