I've just checked some old email, and my memory was correct; you can bring down a Banshee in H3 with small-arms fire. In talking about tackling the Banshees at the start of The Covenant, I wrote "I also experimented with small arms fire. Banshees seem extremely resilient this time. On Heroic, I think it took me a full battle rifle to eventually bring it down."

I wouldn't be surprised if you tried that yourself at some point. But because it takes such a long time and there's no gradual smoking up, you may've thought that you were doing no damage.
