It was an option in HCEA (which is in the MCC, by the way), so it should be an option in H2A. There are no technical obstacles. And if someone doesn't realize that the game has sound options (which are always in the same set of menus that lets them change controller layouts, look sensitivity, appearance, etc.), well, too bad. Halo has always had menus on both the main screen and on the pause screen forever — in fact, most games period have a pause menu — so there's no excuse, and even if it's someone's first experience with Halo ever they should be able to figure it out on their own. Hell, 343I could even put a notification somewhere that says "Note: You can change between the classic and remastered soundtrack in the options menu." Remember all those little notes Bungie put in the Halo games when you were searching for matches in MP? Something like that.
In any case, reducing the number of options is always a bad thing. If you give the players various options to tailor their experience to better suit their own preferences, then you take it away from them, that's totally not cool.
