They became so worried about doing what COD was doing that they forgot the strengths that Halo already has. No other competitive FPS integrates vehicles nearly as well as Halo, and all kinds of vehicles at that. Look at Destiny, it basically just has a bunch of ghosts, even Bungie didn't put in the equivalent of Warthogs, tanks, and flying vehicles.
COD consistently adds features to try an encourage map movement, because it's a giant camp fest. Modes like Kill Confirmed are there only to get people to move around the map. Then there's the fact that the maps in Halo are very unique and have tons of different terrain and you actually have to fight for map control to gain the weapons to win the game.
Unlocks and leveling aren't necessary, Halo has enough very cool and unique aspects to the gameplay. With new titles they could have focused more on making it smoother, look better, adding options and making the maps more and more interactive.
