I'd go even one step further -- My Xbox One hears me much better the softer I speak. When I raise my voice it has trouble understanding me, but when I talk at a normal volume or even whisper it gets the command almost 100% of the time. And this is regardless of what the TV volume is set at.

I think it just has an attitude and doesn't like being yelled at.
